Civil Society Engaging ASEAN

A major component of the SEACA One-Year Transition Program entitled “Enhancing Advocacy for Pro-Poor Policy and Programs in South East Asia” is that one entitled CIVIL SOCIETY ENGAGEMENT PROCESSES ON THE ASEAN.
The objectives of SEACA are a) to continue to support advocacy initiatives of civil society organizations, networks and social movements that are aimed at improving the living standards and quality of life of people and ensuring that the rights of marginalized sectors are respected, and b) to advance advocacy for pro-poor ASEAN policies.


SEACA thus supports processes that enable civil society to participate in the on-going crafting of the ASEAN Charter, the review and formulation of the ASEAN accreditation framework and the establishment of institutional mechanisms for civil society participation in ASEAN policy making.

SEACA, together with the SAPA/Solidarity for Asian People's Advocacies Working Group on the ASEAN supports
1. national civil society processes for Burma, Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand and Vietnam, on the concept of regionalism, civil society engagement in the ASEAN and the ASEAN Charter
2. a regional civil society conference on the ASEAN Charter, timed with the 2nd ASEAN Civil Society Conference (ACSC) to be held in December 2006 in Cebu, Philippines
3. CSO processes to assist the SAPA engagement with the ASEAN EPGs, specifically in the preparation of civil society submissions on security & political cooperation, economic cooperation, socio-cultural cooperation, and ASEAN institutions.

2008 ASEAN People's Charter Processes - Schedule of Workshops
As a continuing effort for civil society engagement with the ASEAN, SEACA is supporting national and local civil society organizations to converge for country Workshops and Roundtable Discussions (RTDs) on the ASEAN People's Charter and Engaging the Drafting of the ASEAN Political/Security Community (ASC) and ASEAN Socio-Cultural Community (ASCC) Blueprints.

ASEAN 'people's charter' to advance civil society
Early this month, Southeast Asian civil society leaders met at the Third ASEAN and Civil Society Conference (ACSC) in Singapore. There, civil society leaders, composed mainly of representatives from non-governmental organizations, trade unions, grassroots organizations and the academic community, called for the launching of an ASEAN People's Charter.

ACSC-3: Singapore Declaration
We, about 200 participants from civil society organizations and trade unions across Southeast Asia gathered at the Third ASEAN+ Civil Society Conference (ACSC-III) in Singapore on 2-4 November 2007 to discuss issues of common concerns to people’s lives in the context of the upcoming 13th ASEAN (Association of South East Asian Nations) Summit which is scheduled to take action on the adoption of an ASEAN Charter.

No Bloody Hands on an ASEAN Charter
(Singapore, 5 November 2007) Over 200 participants from civil society organizations and trade unions from across Southeast Asia and beyond have called upon the leaders of ASEAN to postpone the signing of the ASEAN Charter due to the Burmese junta's recent violent crackdown on peaceful protests.

ASEAN urged to implement UN Declaration on the Rights of Indigenous Peoples
“The Declaration on the Rights of Indigenous Peoples is a landmark instrument that protects the rights of a vast majority of indigenous peoples across Southeast Asia and should thus be effectively implemented by ASEAN governments”, declared Ms. Victoria Tauli-Corpuz, an indigenous Kankana-ey from the Cordilleras in northern Philippines.

New ASEAN Charter Lacks Vision
When leaders of the member governments of the Association of Southeast Asian Nations (Asean) meet for their 13th summit in Singapore today, the world's attention will be focused on what they will do on the matter of Burma. The Burma question has become a yearly embarrassment and pressure point for Asean, and everyone is curious whether the collective global indignation after the September violence will prompt Asean leaders to do something different this year.

SAPA Statement on Burma
The statement is prepared jointly with ALTSEAN-Burma and issued in the name of Solidarity for Asian People's Advocacy (SAPA) Regional Steering Committee (RSC). SAPA is a regional network and platform among regional and national NGOs for civil society engagement with inter-governmental bodies and processes. It was formally established in Feb. 2007 at the first SAPA General Forum.
